If it floats is it a boat?

Lighthouses were constructed to serve as aids for navigating boats of all kinds and sizes. But some of these stretch the limit of normal definition of boat. And this craft seems not to have the required navigation lights. I wonder if this thing has gps electronics. It does have an fair sized towing bit on the bow. It has a rechargeable battery bank but hopefully not the same type as used by Boeing.
