Looks very much like a winch cum block and tackle to haul supplies/equipment etc up to the light from a boat. Hasn't been used for a while as I think I see a broken rope end.

Correct. It is a two drum hand operated winch that at one time served to raise or lower the light station boat. However, the winch in the image posted above was no longer in use. With this arrangement with a four-fall block at each end of the boat it required 16 turns of the winch handle to raise the boat one foot.

I guess a boat was a pretty important asset for the keeper and family. I often wonder how those people living in isolation like they did, managed to keep a food supply on hand and how often they did the shopping. There was no supermarket around the corner.
