In viewing the waterfront photos of this story I am reminded of Army Lt. Frederic Mahan of Corp of Engineers who designed and supervised port improvement projects at this city and other lake ports and who later as 4th Lighthouse District Engineer and Lighthouse Board Engineer Secretary devised the Mahan Plan that resulted in the numeric flash patterns being implemented at Cape Charles and Minots Lights. This but one example of the interrelationship and interconnections of lighthouse history with so many other activities, events and the people involved in such. Mahan was most influenced by his father, long time engineering instructor and head of such at West Point, and regarding needs to improve aids to navigation, influenced by his brother who commanded ships and who would retire from the Navy with rank of Rear Admiral.
