Capt. Jeff Stewart Jr. said the paperwork to apply for ownership was daunting with an initial application of 350 pages.

It is amazing how the feds can massively increase the paperwork burden in comparison to the much simpler and more efficient process of ownership transfer of the many lighthouse properties in the Maine Lights Program in 1996-1997.
